 Customer Support: USPS Misprint & Unused Postage Refund Requirements

The U.S. Postal Service® requires all of the following for "Mail-In" refund claims:
General Requirements
a. Physical proof must accompany your claim form. The U.S. Postal Service has very strict guidelines as to what constitutes physical proof. At Stamps.com we need to follow the same guidelines in order to obtain a full 100% refund on misprinted or unused postage.
If your physical proof is unreadable or if you only have your print history, please send in the required information along with your claim form and we will do our best to apply for a refund on your behalf.
b. Entire mailpiece must be submitted. This includes envelopes, packaging or label sheets with both printed indicia (stamp) and recipient address. Please DO NOT cut out any portion of the envelope or package. If the entire envelope, packaging, or label sheet is not submitted, you will not receive credit. If you wish, you may print postage on any unused labels prior to submitting a label sheet for a refund.
c. Misprinted postage must be unused. Items handled or returned to sender by the U.S. Postal Service are not eligible for refund (Insufficient Postage, Forwarding Order Expired, Article Refused, etc.).
d. Photocopies will not be accepted for refunds.
e. Claims must be mailed in within 30 days of the print date on the postage.
NetStamps™ Specific Requirements
f. The U.S. Postal Service considers NetStamps equivalent to regular postage stamps. NetStamps refunds are granted only for misprints that cannot be processed through the U.S. mail system. If the submitted NetStamps are found to be usable (i.e., misprint doesn't affect processing through the USPS mail system), they may be returned to you for use as valid U.S. postage. Stamps.com is not able to guarantee a NetStamps refund if the submitted postage is considered usable.
Example 1: Printed Postage Upside Down - You fed your NetStamps sheet through the printer upside down or backwards, and the postage barcodes do not line up properly on the stamps or missed them altogether. This is a misprint and you must send in the entire label sheet for credit.
Example 2: Misprint on Plain Paper - You accidentally printed on a plain sheet of paper from one of your printer's paper trays rather than the intended sheet of labels. In this misprint case you must send the plain paper sheet on which the postage was printed AND the sheet of unused NetStamps labels. Please note that the requirement to include the unused NetStamps labels is ONLY applicable for NetStamps misprints.
Example 3: Printed Valid Postage But Don't Want to Use It - You printed out a sheet of NetStamps with a value of $0.42 (First-Class Mail) but decided that you did not want to use it or were intending on printing out a different value. You may NOT return this sheet for a refund as it is considered usable postage by USPS standards. This is not considered a misprint.
Note: NetStamps misprints should always be submitted with the original label sheet or roll containing the serial number corresponding to the misprinted postage. This will aide in the processing of your claim.
Note on Fraud
In order to minimize fraud, Stamps.com has developed stringent tracking and auditing procedures with the U.S. Postal Service®. The U.S. Postal Service considers any misuse of U.S. mail to be fraud, which is a federal offense subject to severe penalties under the criminal laws of the United States, including 18 U.S.C. §1001 and 501. We are required to report fraudulent postage refund claims to the U.S. Postal Service.
