What is a rate change?
In case you didn’t know, USPS periodically adjusts its shipping and mailing rates. These changes can affect the cost of sending packages and letters depending on the service you choose, weight, destination, and other factors. We often refer to these adjustments as rate changes or rate adjustments.
October 2024 rate change
USPS is temporarily raising rates for select package services from October 6th to January 19th. This is a common practice among major carriers like FedEx and UPS during the holiday season to accommodate the surge in shipping volume and maintain service quality.
On September 16, 2024, the USPS adjusted rates for Priority Mail® and Ground Advantage™ packages shipped to certain ZIP Codes. This meant the cost to ship these packages might have increased slightly depending on the destination.
Despite these USPS changes, your rates will continue to be better than what you would pay at the Post Office. Impacted ZIP Codes will enjoy up to 41.66% off USPS Priority Mail® and 48.92% off USPS Ground Advantage™ when you ship through Stamps.com. Additionally, you’ll continue enjoying best-in-class discounts on USPS rates whenever you print stamps or shipping labels with Stamps.com. See the table below.

July 2024 rate change
In July 2024, USPS implemented adjustments to shipping rates. Here’s a summary of the key changes that took effect:
July 1st:
Ground Advantage: Prices for packages under and over 1 pound increased, with some adjustments reaching up to $2.11. Cubic pricing for this service also saw an increase.
Priority Mail: Rates went up by an average of 5%, with some increases up to $3.10.
Priority Mail Flats: Prices rose by an average of 4%, with individual rates potentially increasing up to $1.18.
Priority Mail Cubic: This service experienced the largest increase, with an average rise of 10% and some rates going up by as much as $2.97.
July 14th:
First-Class Mail Stamps: The price increased by 5 cents, from 68 cents to 73 cents. However, using Stamps.com, you can still get a discounted rate of 69 cents.
Overall Mailing Services: Mailing service prices increased by an average of 7.8%.
New mailing technology requirements from USPS
The United States Postal Service (USPS) is implementing a new technology standard called Intelligent Mail Indicia (IMI) to modernize its mailing system.
What is IMI and why is it required?
IMI replaces the older technology and provides the USPS with more detailed and real-time data on your mailings. This translates to a smoother and more efficient mailing experience for everyone. Upgrading offers several benefits:
Reduced costs: Eliminates the need to guesstimate postage, preventing overspending and returns.
Improved cash flow: Detailed transaction data makes it easier to track refunds and reimbursements.
Always up-to-date: Your system automatically receives the latest postage rates and service information.

Effective June 30, 2024, USPS® discontinued all Information Based Indicia (IBI) postage meter technology and required all postage meters to upgrade to a new system called Intelligent Mail Indicia (IMI). The bad news for organizations that are leasing postage meters: Devices that are not compliant will be withdrawn from service by December 2024. The good news for Stamps.com customers: Migration to IMI has happened automatically as of December 2024, and there’s nothing you need to do on your end.

What does this change mean and how did these changes affect your business? Let’s start with the basics: Intelligent Mail Indicia (IMI) is the technology postage meters use to send information to USPS. Effective June 30, 2024, any postage meters still using IBI were decertified; however, USPS will accept postage from decertified meters until December 31, 2024.
After this time, your postage meter will require IMI technology to remain in use; meaning, if you are currently leasing a postage meter from Pitney Bowes, Quadient, and others, you’ll have to physically replace your postage meters to meet IMI compliance–not a fun task. Imagine going to the Apple store to take your phone in every time there is a software update. Quite the disruption, not to mention an antiquated way of going about technology.
The good news is that Stamps.com customers have been migrated to IMI as of December 2024. We’ve made sure no changes will be needed on your end so you can continue focusing on your business without any interruptions or holdups. Our NetStamps® postage won’t require any updates, and we eliminated the need for special equipment so that you can buy and print postage online from anywhere at any time.
While no action was necessary, IMI and its benefits are worth understanding.
What is Intelligent Mail Indicia (IMI)?
As previously stated, Intelligent Mail Indicia (IMI) is the technology postage meters use to send information to USPS. Indicia, or Permit Imprint Indicia, is a form of printed postage that takes the place of a traditional stamp or postage meter marking. IBI, like IMI, is a form of printed postage: It was created to provide USPS with more centralized data and heightened security.
After two decades of IBI, USPS has been rolling out IMI over the last ten years. IMI is built off of IBI but has more up-to-date technology. To align with their ten-year initiative, USPS will now enforce adoption of IMI for all postage meters, meaning all hardware and software.
How does IMI benefit me?

Do I need to update my postage meter?
For Stamps.com customers, no, but if you are leasing a postage meter from Pitney Bowes, Quadient, and others, these changes likely were unexpected, expensive, time-consuming, and complicated – even more tedious, you’ll be forced to replace your postage meters before December 30, 2024 to comply with IMI. While those who leased machines were inconvenienced, those who bought machines were left in a serious bind. You’ll also need to contact your provider about their IMI adoption plan.

Shipping hazardous materials correctly is important to Stamps.com and USPS. In fact, hazardous materials cause damage if shipped incorrectly. That’s why many dangerous goods are restricted from airplane freight. For this reason, the adoption of Ground Advantage™ works to keep everyone safe.

Shipping HAZMAT materials comes with its own set of challenges. Most hazardous products fall into one of two categories: prohibited and restricted. The first category is items you can’t ship through USPS. The second category is items you can ship through USPS but need to utilize hazardous labels and abide by USPS regulations.
Let’s start with the first category. Some of the hazardous materials you can’t ship through USPS are:

Now, let’s move to the second category. These are items you can ship through USPS. They’ll just need to include all the necessary HAZMAT labeling and packaging and follow USPS HAZMAT guidelines. Examples of these items are:

HAZMAT shipping requirements for batteries
It’s easy to forget that batteries are hazardous materials. However, you can ship batteries through USPS. Just clearly and legibly label them with the right documentation. Non spillable batteries are also eligible for shipping. But, the batteries need protective packaging in case of leaks in transit.
Additionally, you can ship batteries out of the package. For example, you may include batteries in broken or refurbished electronic products. These packages will need the following labels as well:
“Restricted Electronic Device”
“Surface Transportation Only”

January 2024 service changes
Starting January 21st, USPS is enhancing safety measures for handling dangerous goods shipments. HAZMAT labels will now feature:
An oversized letter “H” in the corner
The addition of 2D barcodes
The word “HAZMAT” after “USPS TRACKING #”
Shippers don’t need to take any additional action. Just select the hazardous goods option when printing your label. This goes for any shipments containing hazardous materials. We’ll cover everything you need to know about upcoming HAZMAT changes. This includes reminders for shipping hazardous materials in general.
HAZMAT label changes
HAZMAT labels will now feature two 2D IMpd™ barcodes. These new barcodes contain the same information as the existing IMpd barcodes. They will also help optimize processing automation. Additionally, these updates minimize distortion and printer errors. This makes it easier to scan labels.
The barcode banner text will now read: USPS TRACKING # HAZMAT. This increases visibility and improves the shipping experience. HAZMAT labels will also now feature an oversized letter “H” in the corner.
The second change is two-fold. These changes include new Dangerous Goods Service Type Codes, or STCs. STCs are numeric codes that identify a package’s mail classification and characteristics. This update also includes new IMpd label banner text. This way, packages are appropriately handled as they move through transit.

Stamps.com customers don’t need to adjust their workflow. Instead, labels created for hazardous materials will automatically include the new format. More information can be found in our Help Center. We’ve also included the steps for declaring hazardous materials below.

What is DDP?
DDP stands for Delivered Duty Paid. All DDP means is that your business pays the duties and taxes for a shipment, so customers don’t have to pay when their package arrives.

Canada DDP can be used with USPS First Class Mail International®, Priority Mail International®*, and Priority Mail Express International®* shipments. The flat fee for using Canada DDP is $9.95 for USPS First Class Mail International®, Priority Mail International®, and Priority Mail Express International®. This fee will be included with the cost of your label, so there’s no need to worry about adjusting your shipping process. Also, shipments using Canada DDP don’t need printed customs forms, as all of the information needed is included with your label.
*Priority Mail International Medium and Large Flat Rate Boxes aren’t eligible for Canada DDP, so other types of packaging will need to be used.
Value Limits for Canada DDP
One thing to note is shipments using Canada DDP have a value limit, meaning the total cost of the items in your shipment can’t pass a certain monetary amount. The value limits for each service can be found below.
First-Class Mail International® – value up to $400
Priority Mail International® – value up to $2,500
Priority Mail Express International® – value up to $2,500
How to use Canada DDP
Once you’ve filled out the customs information for a Canadian shipment, select the Duties/Taxes drop-down menu. Click Prepay Duties and Taxes and print your label.

GlobalPost is excited to announce the launch of USPS Canada Delivered Duties Paid (DDP) service for Stamps.com shipping customers.
USPS Canada DDP allows customers to prepay duties and taxes for their First Class Package International Service parcels to Canada. For a flat fee of $9.95, packages of 4 lbs. or less will be delivered directly to the buyer’s door without having to pay required customs fees upon delivery, or having to travel to the Customs Office to pick up their package.

You also won’t need to print separate customs forms; just include all of the information needed when purchasing your label!
Note: Flat Rate boxes can’t be used with Canada DDP.
